How can someone "squirrel away" (as they say in the article) $53 million, AND FOR 12 YEARS, without someone noticing?

I'm submitting the following excerpt from this article to the "Understatement of the Decade" contest:
The realization that the state had been blind to the extra revenue for 12 years raised immediate questions over whether there are other departments with hidden accounts.
